Joyce A. Kramzer

Senior Vice President, Health Business Operations

Joyce A. Kramzer is Blue Cross and Blue Shield of Florida’s (BCBSF) senior vice president, delivery system.  In this role, Kramzer provides general management for the company’s physician, hospital and ancillary provider networks statewide as well as health care program management for BCBSF’s Florida members.  Kramzer joined BCBSF in January 1997 as vice president of underwriting, where she had overall responsibility for underwriting and renewing group business.  Prior to joining BCBSF, Kramzer held a number of underwriting and business re-engineering positions with CIGNA HealthCare.

Kramzer serves as a member of the Big Brothers and Big Sisters board of directors.  She also serves as chairperson of the University of North Florida College of Health Dean's Council.  She is a member of Capital Health Plan's board of directors and chairs the Florida Health Care Plan board of directors. 

Kramzer holds a Bachelor of Science in Business Administration with a concentration in marketing from Duquesne University.

 


Jon R. Urbanek

Group Vice President of Sales, Distribution and Local Presence

Jon Urbanek is Blue Cross and Blue Shield of Florida’s (BCBSF) group vice president, of sales, distribution and local presence. In this role, Jon is responsible for the top-line revenue of the company and the acquisition and retention of all commercial and individual lines including local, national, the Federal Employee Program and the State Employee Program. He is also accountable for the development and execution of strategy and programs to enhance our presence in the local communities

Urbanek has 20 years of experience with BCBSF where he has held a number of key positions. Most recently, he served vice president of products and expansion markets, and previously as vice president and chief underwriting officer. He also held positions leading sales process improvements and automation. Prior to joining BCBSF, Urbanek was an independent agent and also worked with large self-funded customers while employed by a third-party health plan administrator.

Urbanek holds a Bachelor of Science in Psychology from Florida State University; has achieved the designation of Certified Employee Benefit Specialist (CEBS) from the Wharton School at the University of Pennsylvania and the International Foundation of Employee Benefits; and is a fellow of the International Society of Certified Employee Benefits Specialists.


Deanna M. McDonald

Group Vice President, Chief Accounting and Planning Officer

Deanna M. McDonald is Blue Cross and Blue Shield of Florida’s (BCBSF) group vice president and strategic integration officer. Prior to that she served as group vice president corporate sales operations, chief financial officer for Health Business and Enterprise Chief Accounting Officer. McDonald also sits on the board of directors for First Coast Service Options and The Blue Foundation for a Healthy Florida.

During her tenure at BCBSF, McDonald has held numerous leadership and managerial positions within Finance, Sales and now in Delivery Systems. Deanna also recently led the development of the Company’s low cost producer strategy. Before joining BCBSF in 1990, McDonald was an audit supervisor with Coopers and Lybrand (PwC) in Jacksonville, Fla., primarily serving insurance clients. McDonald is a member of the American and Florida Institutes of Certified Public Accountants.

McDonald holds a bachelor’s degree in business administration/accounting from the University of North Florida. She is also a Certified Public Accountant.

 

 


Duke Livermore

Executive Vice President and Chief Operating Officer

Duke Livermore is Blue Cross and Blue Shield of Florida’s (BCBSF) executive vice president and chief operating officer and a member of the Office of the Chief Executive Officer.  He is a seasoned executive leader with a proven track record in strategy development, business transformation and operational excellence. Livermore joined BCBSF in January 2000 with the responsibility to direct business transformation efforts. In April 2000, he accepted the additional responsibility of enterprise CIO for BCBSF, and in 2003 health business operations was added to his scope of accountability.  In August 2006, Livermore accepted the responsibility for his current position, which includes Marketing, Sales, Delivery Systems, Information Technology, and Service. 

Prior to joining BCBSF, Livermore was senior vice president of information strategies with Barnett Bank/Bank of America Corp. His focus was advanced decision support strategies to retain customers, increase wallet share, attract new customers and control costs and risks. The decision support capabilities developed at Barnett Bank under the leadership of Livermore were well recognized in the financial industry. He has 16 years of senior management experience in strategic roles. His employment experience includes nine years each in the finance and telecommunications industries and eight years in the health care industry.

Livermore received a Bachelor of Science and Master of Science in Information Systems from George Mason University.

R. Chris Doerr

Executive Vice President, Chief Administrative Officer and Chief Financial Officer

R. Chris Doerr is Executive Vice President, Chief Administrative Officer and Chief Financial Officer of Blue Cross and Blue Shield of Florida (BCBSF) and Chief Executive Officer for Health Options, Inc. (HOI) and President of Diversified Health Services, Inc. (DHS). He is also a member of the Office of the Chief Operating Officer and Corporate Strategy Committee for BCBSF, as well as Chairman of the Boards for Florida Combined Life Insurance Company, Inc. (FCL), Diversified Health Services, Inc. (DHS) and Comp Options, Inc. (COI).

Prior to joining BCBSF in 1995, Doerr worked at CIGNA, where he began as an actuarial assistant in 1970 and rose through a variety of positions to become the Senior Vice President and Chief Financial Officer of CIGNA Health Care.

Doerr holds a Master of Actuarial Science degree from the University of Michigan and a Bachelor of Arts from Washington University in St. Louis. He is a Fellow of the Society of Actuaries. Doerr is a member of the United Way of NE Florida Board of Trustees, Chairman of the United Way of NE Florida Finance Committee, and Chair-Elect of the Jacksonville Symphony Orchestra, where he also serves as a member of the Executive Committee and Finance Committee.

 


Edward F. “Butch” Simpson, Jr.

Chief Executive Officer of Florida Health Care Plan, Inc.

Edward F. Simpson, Jr. is Chief Executive Officer of Florida Health Care Plan, Inc. (FHCP) (1994 to present).  Mr. Simpson served FHCP as Vice President/Executive Director (1990 to 1994) and as General Counsel (1974 to 1990).  Mr. Simpson was formerly a partner with the law offices of Moore, Wood, Simpson, Korey, McKinnon and Vukelja, P.A.  He was previously employed with Price Waterhouse & Company as a Staff Accountant.  Mr. Simpson graduated from Stetson University (1968) with a Bachelor of Business Administration, Accounting.  He holds a Juris Doctor degree from Stetson University College of Law (1972).

Mr. Simpson’s organizational affiliations include Florida Health Maintenance Organization Consumer Assistance Plan, Board of Directors/Present Chairman (1994 – Present), Florida Association of Health Maintenance Organizations, Board of Directors (1992 – 2001), Florida Association of Health Plans, Board of Directors/Former Chairman (2001 – Present), FSU College of Medicine, Daytona Beach Campus, Community Advisory Board and Sunshine State Community Bank, Board of Directors.

 

 


David C. Schandel

Chief Financial Officer/Associate CEO, Secretary and Treasurer

David C. Schandel joined Florida Health Care Plan, Inc. (FHCP) in November, 1994 as Vice President and currently serves as Chief Financial Officer/Associate CEO, Secretary and Treasurer.  Mr. Schandel was previously employed by Ernst & Ernst in Cleveland for 15 years through two mergers that resulted in Ernst & Whinney and Ernst & Young. In addition to Cleveland, he practiced in Orlando and Daytona Beach. He ended his public accounting career when he left Deloitte & Touche in 1994 to join FHCP and remains a Certified Public Accountant in both Ohio and Florida.  Mr. Schandel received his B.S. in Business Administration (cum laude) with a major in Accounting from the University of Central Florida.

Mr. Schandel is a member of the American Institute of CPA’s, the Florida Institute of CPA’s, and is an active member of the Daytona Beach Rotary Club.


Wendy Myers, M.D.

Chief Medical Officer and President

Wendy Myers, M.D. is currently serving as Chief Medical Officer and President of Florida Health Care Plan, Inc. (FHCP) (2000 to present).  She received her under graduate degree from Florida State University where she was a part of the Program in Medical Sciences program. She graduated from the University of Florida, College of Medicine with her MD. She completed her Internal Medicine Internship and Residency at the University of Maryland. She is Board Certified in Internal Medicine as a Diplomat of the American Board of Internal Medicine. She is Certified by the American Board of Quality Assurance and Utilization Review Physicians.

Dr. Myers is a Clinical Assistant Professor for FSU College of Medicine and serves as Internal Medicine Physician/Consultant for FHCP and Crouch Medical Clinic (1992 to present).  She was previously a Hospitalist and a Primary Care Physician for FHCP as well as an Internal Medicine Consultant for Social Security Administration Disability Determination.

Dr. Myers is a member of the Halifax Health Hospital Medical Staff. She serves on the Executive Committee of the Volusia County Medical Society, is a member of the American College of Physicians and of the American College of Physician Executives.  She Chairs or participates in many committees including Patient Safety, Disease Management, Physician Leadership, Electronic Health Record Policy Board, Pharmacy and Therapeutics.


Mikelle Streicher, RN Ph.D

Chief Marketing and Sales Officer

Mikelle Streicher, RN, Ph.D. is Florida Health Care Plan (FHCP) Chief Marketing and Sales Officer. In this role, Dr. Streicher's key objective is to build and retain FHCP membership through the use of electronic tools and further development of community relationships. Dr. Streicher joined FHCP in April 2006 as Chief Clinical Information Officer, responsible for all clinical & business applications impacting health care operations.

Prior to joining FHCP, Dr. Streicher was with IBM Global Services responsible for the developement, marketing, and delivery of consulting services in the healthcare provider space.

Dr. Streicher earned an RN diploma from Northwestern University's James Ward Thorne School of Nursing, a bachelor's degree in nursing education from Chicago State University, and master and doctorate degrees in Administration and Planning from the University of Alabama.
